Bangladesh Bank Redefines transaction charges through National Payment Switch Bangladesh (NPSB) and International Payment Scheme (IPS) within the country.

Cardholders have to pay excess charges when they take ATM facilities from other bank ATM except card issuing banks and also for raising service charges of Point of Sale (POS), Internet Banking Fund Transfer (IBFT), Bangla QR, Government Challan transactions within the country.

Bangladesh bank Redefines transaction charges through National Payment Switch Bangladesh (NPSB) and International Payment Scheme (IPS) within the country and issued a circular in this regard on 18 October 2021 which is effective from 19 October 2021 and it remains effective until further notice.

Transaction charges For ATM Transactions:

Bangladesh Bank PSD (Payment System Department) Circular No.: 10/2021 dated: 18/10/2021 stated that if a customer withdraws money from NPSB supported banks ATM, other than card issuing bank, have to pay Tk. 20/- (VAT inclusive) per transaction and from Tk. 20/- Card issuing banks or institutions may charge maximum Tk.15/- from the cardholder and the rest Tk. 5/- will be paid by the card issuing bank.

For balance inquiry Tk. 5/- (VAT inclusive), for mini statement Tk. 5/- (VAT inclusive), for balance transfer Tk. 10/- (VAT inclusive) and for cash deposit Tk. 20/- (VAT inclusive). This charge is paid by the card issuing bank or institutions to the acquiring bank or institutions which is debited from the Cardholder account.

Card issuing banks or institutions may charge maximum Tk. 20/- (VAT inclusive) for cash withdrawal for each transaction which was earlier Tk. 15/- (VAT inclusive) for per transaction here increased Tk. 5/-. Tk. 5/- also increased for cash deposit.

Transaction charges For POSTransactions:

For a Point of Sale(POS) transaction when a card is used on another bank’s POS machine for Merchant payment through the NPSB channel the acquiring bank or institutions may charge maximum of 1.6% of the total transaction amount as Merchant Discount Rate (MDR). Among 1.6% as Interchange Reimbursement Fee (IRF) card issuing bank get 1.1%. This charge cannot be collected in any case from the Card Holder. For cash withdrawal through POS maximum Tk. 20/- (VAT inclusive) realized from Card Holder. 

Transaction charges For Bangla QR transactions:

Inside the country in case of Not “On-us” Bangla QR transaction, for Micro Merchant payment the acquiring bank or institutions may charge maximum of 0.7% of the total transaction amount as Merchant Discount Rate (MDR). Among 0.7% as Interchange Reimbursement Fee (IRF) card issuing banks get 0.4%.

For Government Challan:

Bangladesh Bank Redefines transaction charges for payment of Government Service through Card for MCC-9399 transaction upto Tk. 25,000/- the acquiring bank or institutions may charge maximum Tk. 20/- for each transaction. Among Tk. 20/ card issuing bank can get tk. 5/- (VAT inclusive).
